Managing Safe Refinery Startups: From Commissioning to Steady Operations Training Course

1Summary

A refinery startup is one of the highest-risk moments in a facility's life: dozens of systems, teams, and procedures have to come together at once, and a single missed check can turn a routine startup into a costly incident or an extended delay. This course gives engineers and operations teams a practical, field-tested approach to taking a refinery from construction, turnaround, or shutdown into stable, reliable production without the guesswork.

Delivered by Arab British Fellowship Training Academy within its Operations Readiness and Assurance Training courses and categorised under Engineering maintenance and operation, participants work through real startup scenarios covering commissioning handover, pre-startup verification, equipment energisation, process stabilisation, and the safety and coordination disciplines that keep a startup on schedule and under control.

2Objectives and target group

By the end of this course, participants will be able to:

  • Break down a refinery startup into its critical phases, from mechanical completion through to stable production, and identify what "ready" actually means at each stage.
  • Plan and sequence commissioning activities, including cleaning, flushing, pressure testing, and utility verification, before any equipment is energised.
  • Build unit-by-unit startup plans, checklists, and control points that reflect real operating conditions rather than generic templates.
  • Manage equipment energisation, line-up, and initial operation for pumps, compressors, furnaces, reactors, and heat exchangers.
  • Introduce feed safely, stabilise process conditions, and monitor temperature, pressure, flow, and level during the transition to normal operation.
  • Apply process safety management principles, including pre-startup safety reviews, permit-to-work, and isolation controls specific to startup activities.
  • Connect turnaround and shutdown work to the restart process, verifying maintenance completion and closing outstanding punch-list items before recommissioning.
  • Recognise early warning signs of abnormal startup conditions and apply structured troubleshooting and escalation approaches.
  • Coordinate effectively across engineering, operations, maintenance, and HSE teams throughout commissioning and handover.
  • Confirm operational readiness through assurance reviews, documentation checks, and workforce competency verification before final sign-off.
