Training Course on Excellence in Municipal Operations and Governance
1Summary
Clean streets, well-lit roads, functioning drainage — the everyday quality of life in any city depends on decisions made inside its municipality. This training course by the Arab British Fellowship Training Academy builds the experience needed to run that work well, from the municipal council down to day-to-day operations.
A municipality is the government department responsible for developing a city and the villages around it: lighting roads, beautifying streets, building parks, planting trees, installing signage, executing citizen-facing plans, organising markets, draining rainwater and keeping the city clean. States allocate substantial budgets for this work, and municipalities coordinate it under an officially approved regulatory plan — licensing construction, monitoring public and private utility extensions, protecting public health, managing flood risk, and even building tree barriers around towns to guard against sand encroachment.

- The council’s core responsibilities and tasks
- How municipalities work to improve citizens’ everyday reality
Module 2: Regulatory and Oversight Functions
- Monitoring food quality and market prices
- Collecting fines and handling violations
- Issuing the licenses needed for buildings and facilities
- Monitoring weights, measures and fraud
Module 3: Municipal Councils and Democratic Oversight
- Supervising municipal elections, candidacy and vote counting
- The council’s role in representing citizen interests
Module 4: Departments and How the Work Gets Divided
- The various municipal sections and their different functions
- How departments coordinate to deliver services efficiently
A mini Master’s track on this subject is available through the Academy. The course is delivered across several countries, including Egypt, Jordan, Malaysia, Turkey, a number of European countries, the United States and Australia, through group, individual, practical and classroom formats, with a certificate awarded upon completion.
