1Summary
Every health system, developed or developing, keeps circling back to the same three pressure points: how fairly health services reach people, how good those services actually are, and how fast their cost keeps climbing. Strategy after strategy has been thrown at these problems with limited success — until governments started recognising that the real obstacle usually isn't a shortage of resources, it's a shortage of qualified health management.
