Why can two exporters selling almost the same product end up facing completely different rules the moment their goods cross a border? Part of the answer lies in the protective mechanisms nearly every economy still keeps in its toolkit — tariff protection, quotas and other quantitative restrictions, health and safety systems, rules of origin, and no shortage of administrative routine and office authority that all work, deliberately or not, to slow the free flow of goods and services between countries. At the same time, international competition has pushed some parties toward policies such as dumping or direct export subsidies, or programmes built to shield local exporters, precisely because those tools open access to global markets with unusual efficiency — until the World Trade Organisation stepped in and, through a series of agreements, cancelled most of them.
