This course from the Arab British Fellowship Training Academy is built around that decision: how municipalities set priorities and turn a limited budget into the projects citizens actually need.
A municipal budget is, at its core, a document estimating an authority's total revenue and expenses and authorizing them for a defined period, usually one calendar year. That budget has to line up with the municipality's real functions and priorities — planning towns and streets, opening, adjusting, paving and lighting roads, issuing building permits, monitoring construction, and providing citizens with water, sanitation, electricity, and green space. Municipalities plan and implement these projects based on proposals from municipal councils, studying the budget the responsible economic committees set for future project costs.
