Governments everywhere face the same gap: infrastructure and public services that cost more to build than public budgets can cover on their own. Public-Private Partnerships (PPP) have become one of the main routes to close that gap, bringing private capital, expertise and risk-sharing into projects that used to sit entirely on government balance sheets. This training course, delivered by the Arab British Fellowship Training Academy, walks participants through how these partnerships are actually structured, financed and governed from the first idea to the final handover.
Rather than treating PPP as a purely legal or purely financial subject, the course connects the two: how contracts are written so that risk sits with whoever can manage it best, how financial models are built to make projects bankable, and how public agencies stay in control of quality and cost without killing private-sector appetite to invest.
