Ask any finance manager what keeps a cross-border deal safe when trust between two parties has not yet been built, and the answer is usually some form of guarantee instrument. Arab British Fellowship Training Academy designed this course around exactly that need — giving participants a working knowledge of guarantee (stand-by) letters of credit and how they protect all sides of a transaction.
Financial appropriations legislation is what grants governments the legal right to spend money in the first place: a bill that earmarks funds for specific purposes, subject to approval by legislative bodies in most democracies, and — under the US Constitution, for instance — limited to two years at a time for military appropriations. Grasping this broader legislative and financial backdrop is what allows a banking professional to place guarantee instruments in their proper context, rather than treating them as an isolated banking product.
