A municipality is the government body tasked with meeting citizens’ everyday needs, from water and sanitation to running every project that matters to the public. Within it, the technical department carries the heaviest operational load: monitoring road paving and housing projects, running detailed analysis on every project, issuing building permits, recording violations and penalising offenders according to building regulations, drawing up street plans, and auditing the disbursements of the companies working on municipal contracts. Cities cannot look their best without a technical department doing this work well, which makes it, in many ways, the true engine behind how a city grows.
