This course from the Arab British Fellowship Training Academy is built for exactly that reality, giving participants a scientific, structured way to diagnose and fix the issues that keep municipal councils from doing their job well.
A municipality is the government department responsible for a city and its surrounding villages: lighting roads, landscaping streets, organizing markets, supplying water and electricity to every citizen, and handling rainwater drainage and sanitation. The head of the municipality carries broad powers over project implementation, hiring, and equipment procurement, while municipal councils — elected by the people in free elections — act as the people's voice and push to implement their demands. Doing all of that well requires knowing how to manage municipalities and solve the problems their councils run into, organized and by the book.
